At Ross Local School District, we believe that all students deserve an educational experience that meets their unique needs and allows them to grow, thrive, and reach their full potential. Our Special Services Department is committed to providing high-quality support for students with disabilities through Individualized Education Programs (IEPs), Section 504 Plans, and other specialized services and interventions. We proudly promote inclusion by providing necessary supports in the least restrictive environment (LRE) possible—meaning students receive services in the general education setting as much as is appropriate for their individual needs.

We are equally committed to a thorough and collaborative identification process for students who may need specialized services. In accordance with the Individuals with Disabilities Education Act (IDEA), our team conducts a multi-factored evaluation (MFE) based on classroom observations, academic and behavioral data, and input from families and educators. This process is supported by our Multi-Tiered System of Supports (MTSS), which provides increasingly targeted instruction and interventions to help all students succeed.

Support for Families

  • If your child is struggling with learning, behavior, or social-emotional development despite classroom support, you or your child’s teacher may consider referring them for further evaluation. At Ross Local Schools, we begin with a student-centered process that includes ongoing data collection, classroom observations, and communication with families to determine next steps.

  • Our team follows the Multi-Tiered System of Supports (MTSS) to provide interventions first. If further support is needed, we may begin a Multi-Factored Evaluation (MFE) to assess eligibility for services. This process involves formal assessments, family input, and collaboration among specialists and general education staff.

  • An IEP (Individualized Education Program) is for students who qualify for special education under IDEA and require specialized instruction. A 504 Plan supports students with disabilities who don’t need specialized instruction but do need accommodations to access learning in the general education environment.

  • In most cases, yes. Ross Local Schools is committed to providing services in the least restrictive environment (LRE). This means we prioritize keeping students in general education classrooms with their peers, while providing the accommodations, modifications, and support they need to succeed.

  • You are a vital member of your child’s support team. From evaluation to services, your input, questions, and advocacy are welcomed and encouraged. We’ll work closely with you at every step—from meetings and planning, to progress monitoring and celebrating your child’s growth.

  • Ross Local School District is proud to have dedicated school psychologists in each of our buildings, serving students from preschool through grade 12. Our school psychologists play an essential role in supporting student success—academically, socially, behaviorally, and emotionally.

    They work closely with educators, families, and administrators to create safe, inclusive, and supportive learning environments that strengthen the connection between home, school, and the broader community. Their services include collaboration with teachers and families, consultation with school leadership, individualized student evaluations, short-term counseling, and the development and implementation of student support programs.
